Community Choice Aggregation (CCA), also known as Municipal Aggregation, is a program whereby a town negotiates with a non-utility source of electricity to obtain a better supply rate and greener sources of power for its residents and municipal accounts, retaining the existing utility as its service provider (so there are no changes to the utility's delivery of electricity).
