Town of Shutesbury, Massachusetts October 17, 2006 Special Town Meeting At a legal meeting of the Inhabitants of the Town of Shutesbury qualified to vote in elections and town affairs, held at the Shutesbury Elementary School, 23 West Pelham Road on the seventeenth day of October in the year two thousand and six, in the presence of a quorum the following business was conducted. Moderator Michael Bloomfield opened the meeting at 7:05 PM Finance Committee Chairman Eric Stocker reviewed the October 17, 2006 Reserve Funds Analysis. (Addendum #1) Article 1. A motion was made and seconded that the Town vote to transfer $94,414 from Free Cash to reduce the FY07 tax rate. Passed unanimously. Article 2. A motion was made and seconded that the Town vote to transfer $12,000 from Free Cash to the Planning Board Expense for the purpose of additional technical/legal consultation and the development of educational materials to explain the new zoning bylaws. A motion was made and seconded to vote by paper ballot. Motion for paper ballot failed. Main motion passed in the majority. Article 3. A motion was made and seconded that the Town vote to transfer $18,100.22 from Free Cash to the new Hazardous Waste Clean-up Site account to pay for the removal of the contaminated soil and underground Fuel Tank at the Highway Department. Passed unanimously Article 4. A motion was made and seconded that the Town vote to transfer $24,800 from Free Cash to the new Hazardous Waste Clean-up Site account to pay for an above ground Fuel Tank installation at the Highway Department. Passed unanimously Article 5. A motion was made and seconded that the Town vote to transfer $15,000 from Free Cash to the new Alternative Energy Account to help pay for the installation of a 10KW Wind Turbine behind Town Hall if grant money is not awarded. Paper Ballot vote: Yes - 79, No - 60. Article 6. A motion was made and seconded that the Town vote to transfer $10,000 from Free Cash to the new Police Software account to pay for a Records Management software/installation (ICM). A motion was made and seconded to table Article 6 in order to give the Police Department an opportunity to speak to this and to vote instead at the annual town meeting. Motion to table the vote passed in the majority. Article 7. A motion was made and seconded that the Town vote to transfer $2,000 from Free Cash to a new Emergency Management Expense Account to pay for the operational cost of the Emergency Management Team. Passed in the majority. Article 8. A motion was made and seconded that the Town vote to authorize the Trustees of the M.N. Spear Memorial Library to proceed with a feasibility study to examine the options for expanding and renovating its current library building, or build a new facility, and to see if the Town will authorize the Trustees of the M.N. Spear Memorial Library to apply for, accept, and expend any state grants which may be available for this planning project. Passed unanimously. Article 9. A motion was made and seconded that the Town vote to change the "Pickup and Storage Fees" section of the Dog Licensing and Control Bylaw from the current wording: PICKUP AND STORAGE FEES In the event that the enforcing person is required to collect and/or keep a dog in the performance of his or her official duties, said enforcing person shall charge a fee of $10.00 to the owner, keeper or adoptee for every dog collected plus the cost of necessary inoculations; and a fee of $4.00 per day for storage and board, beginning on the pickup date. to the following wording: PICKUP AND STORAGE FEES In the event that the enforcing person is required to collect and/or keep a dog in the performance of his or her official duties, said enforcing person shall charge a fee to the owner, keeper or adaptor for every dog collected plus the cost of necessary inoculations; and a fee per day for storage and board, beginning on the pickup date. All fees are subject to the approval of the Select Board and reflect the current market costs. Passed unanimously. The meeting was dissolved at 10:08 P.M.
