Shutesbury Board of Selectmen Nov. 25, 2008 Meeting Minutes Members present: Chairman Rebecca Torres, Ralph Armstrong and Al Springer. Also Present: Town Administrator David C. Dann and Administrative Secretary Leslie Bracebridge. Meeting opened at 7:10 P.M. Appointments At 7:05 PM Selectmen opened the Assessors Classification hearing. Assessors were not present, having asked that the hearing be continued because new growth has not yet been certified. Selectmen unanimously voted to continue the hearing on December 9, Police Chief Harding: * Introduced and praised Officers Wall and Chandler who both graduated from the Police Academy. Officer Chandler graduated first in class for physical fitness. Theirs was an accelerated class geared toward college educated students. Chief Harding wished them long and successful careers. Selectmen congratulated them and thanked them for coming to the meeting. * The 2008 Memorandum of Agreement for the Shutesbury Athletic Club (SAC) is fine for the coming year as written. o Reviewed the incident of the SAC of a few weeks back. Feels things are adequate as is for inside events. Recommends the SAC hire police officers for their larger outdoor events. In Chief Harding’s presence Shutesbury Athletic Club (SAC) President Paul Danielovich, Secretary Katie Bowen and previous Secretary Erik Pietz met with Selectmen for the annual license renewal: * SAC Treasurer Lori Doubleday contacted the Department of Revenue (DOR) and resolved the issue preventing the Alcoholic Beverages Control Commission (ABCC) from approving Form 43 changing the Manager from Mark Snow to Paul Danielovich in the 2008 renewal process. The problem, though only recently discovered at DOR, turned out to be from 5 years ago. Chief Harding and Selectmen are comfortable with the Memorandum of Agreement as written for 2008. * A previous incident was covered by state police because local officers were off duty at 11 PM, before the incident occurred. * In the future, when planning large events, the SAC will contract with the Police Department to hire an officer for crowd control. And, if a routine event is escalating in numbers or mood the SAC will notify the Police Department before the officers leave for the night, to request the officer on duty stay on duty longer in case something develops. Selectmen unanimously voted to sign the 2009 Memorandum of Agreement, an Alcoholic Beverage Club License, a live entertainment, pool table and commercial video license for the year 2009 for the Shutesbury Athletic Club. Selectmen unanimously voted to sign the following Alcoholic Beverages Control Commission forms for 2009 for the Shutesbury Athletic Club: Renewal Certification Form, Renewal Application and Form 43. Town Counsel is not available to answer Select Board questions tonight. At 8:05 PM a motion was made and seconded to go into executive session for reason number 3, to discuss how to manage the points of the from the Quinn, Sullivan and Hayes letter and then to resume open session. Selectmen resumed open session at 8:50 PM. Selectmen unanimously voted to appoint Personnel Board Chairman Margaret Manson as a second Discrimination Officer. Topics 1 Selectmen reviewed the first draft of the Community Development Strategy. It has been distributed to various town Boards including the Board of Selectmen: * Selectmen will hold a Public Hearing to take recommendations at their December 9 meeting. * Change “development of affordable housing” to development of affordable housing for the elderly. * Remove development of zoning bylaws because they have already been developed. Select Board Action Items 1. Selectmen unanimously voted to approve as written the Select Board meeting minutes for October 6, 14, 18, 21, 24 and October 28. 2. Selectmen signed vendor warrants totaling $207,140.66 and payroll warrants totaling $79,935.38. 3. Selectmen unanimously voted to appoint Kristie Speck as a fire fighter and sign a Personnel Action Form for her. She has experience as a First Responder. New Topics 1. Intersection of Great Pines and Lake Drive is not yet ready for plowing. 2. Observations on the Leverett Cooleyville and Prescott Road project: * Storm water misses the catch basin at the intersection of Pelham Hill Road and Leverett Road and pours across Pelham Hill Road. * The repair made on Monday to the upper catch basin at Town Farm Road has corrected the icing over of Prescott Road noted last week. Storm water is still missing the lower catch basin at Town Farm Road. * There is still a drop between the new pavement and the gravel at the entrance to Montague Road. 3. For aesthetic reasons, Selectmen unanimously voted to get a quote from Tro-Con to remove some of the foam packing material and grout that is exposed on the face side of the dam at the sleeve, and fill in the area with small stones. Al will find out the cost of making that change. David will contact Engineer Morris Root for his approval to make the change. 4. Al reviewed the November 22 flu clinic that was run as an Emergency Dispensing Site (EDS). Meeting adjourned at 9:25 P.M.
