Shutesbury Board of Selectmen October 28, 2008 Meeting Minutes Members present: Chairman Rebecca Torres, Ralph Armstrong and Al Springer. Also Present: Town Administrator David C. Dann and Administrative Secretary Leslie Bracebridge. Meeting opened at 7:04 P.M. Becky played a voice message from her cell phone from Senator Stan Rosenberg: The message stated that the $150,000 state funding for the dam is “moving in the right direction” and if the contract comes in, sign it and send it back. Selectmen unanimously voted to authorize Becky to sign the Department of Conservation and Recreation contract as soon as it comes in and get it back as soon as possible. Appointments Police Chief Harding: * Construction people at Verizon state that they tried to reset the poles on Leverett, Cooleyville, and Prescott Roads previously but were sent away by the construction company. They will come back eventually to reset the poles. * 4 officers will be present on Friday October 31 for Halloween. * 2 officers are needed for the Nov. 22 flu clinic. One Shutesbury officer will serve and Chief will try to get one Triad officer to serve. * Officers Wall and Chandler will graduate from the Police Academy on December 21. * There are lots of speeders in Shutesbury. People are traveling at 50 MPH plus, primarily on Leverett, Cooleyville, and Prescott Roads, but there are also complaints on West Pelham and Lakeview Roads. As the roads get slick, the problem could be serious. There is a chance of snow tonight and tomorrow. A lot of the speeding is larger vehicles and commercial trucks. * The bridge on Leverett Road in Amherst may be open by the end of the month. Select Board Action Items 1. Approval of minutes was postponed until the November 11 Select Board meeting. 2. Selectmen signed vendor warrants totaling $190,930.09 and payroll warrants totaling $84,892.86. 3. Selectmen unanimously voted to sign a Personnel Action Form for Sean Sawicki as a Fire Fighter. 4. Contract from Diversified Construction for the Magic Salt Shed: Selectmen discussed prevailing wage reports and total cost of project. Selectmen unanimously voted to accept Diversified Construction Services’ contract for $8,000 to do the Magic Salt shed at the highway garage, including our materials and their labor and their concrete and timber locks. 5. Selectmen unanimously voted to sign the annual state Cultural Council Grant contract in the amount of $4,300. 6. Selectmen unanimously voted to award a contract to repair the historic guide board at the intersection of Leverett, Wendell and Cooleyville Roads to Robert Groves in the amount of $1900. New Topics Selectmen discussed: 1. Preparations for the November 4 election. 2. Selectman Springer described how he and Fire Chief Tibbetts encased a 500 feet length of 1 inch water line inside a 500 foot length of a 2 inch protective pipe by first coaxing a string through the 500 feet larger pipe with a shop vac, followed by a stronger rope attached to the string, followed by the 1 inch pipe which was attached to the stronger rope and then pulled through the larger pipe with the power of an all terrain vehicle pulling the rope and the 1 inch line!
