March 24, 2007 Joint meeting Minutes of the Shutesbury Lake Wyola Advisory Committee (LWAC) the Dam Management Committee (DMC) and the Board of Selectmen Present: LWAC Members Chairman Bob Thompson, William “Bill” Elliott, Ralph Armstrong, John Gorey, Lauretta Gass (sitting in for Charlotte Rahaim) and Walter “Skip” Tryboulski. DMC Members: BobThompson, Richard Brazeau, Leo Riendeau, Paul Lyons, Bill Elliott, Gate and Dam Keeper: Howard Kinder, and Emergency Management Director: Walter Tibbetts. Select Board Members: Ralph Armstrong, and Debra Pichanick who attended as a private citizen due to her home’s proximity to the dam she is considered an abutter with the potential for a conflict of interest were she to participate as a member of the Board of Selectmen. Chairman Rebecca Torres was absent due to her representation of the Board of Selectmen at a Planning Board educational forum at the Shutesbury Elementary School. Chairman Thompson opened the meeting at 9:00 A.M. - Minutes of the February 17, 2007 meeting were reviewed without requests for changes. Shorter minutes are preferred in the future. - Selectman Armstrong reiterated the 4 points made at the just adjourned Select Board meeting: Communications from Rosenberg’s and Kulik’s aides suggest there may be funds available for dam repair, Engineer Root and New England Environmental will complete their work by the end of May in order to make Shutesbury available for any Office of Dam Safety (ODS) end of year funds, Selectmen request more talking points for another high profile letter, and there will be a special town meeting on May 5 before the annual town meeting to ask for FY 07 matching funds for anything offered by ODS. - Bob distributed copies of Senator Rosenberg’s letter to Senator Therese Murray (Addendum #1) - Timing: Proceed expeditiously. - Funding: Selectmen have met with the Finance and the Capital Plan Committees. Get the word out to LWA members. Tap into other state representatives. Bill met with Assistant Commissioner of the Department of Conservation and Recreation. Rosenberg’s office has been in touch with Office of Dam Safety (ODS). How will the funding be brought through ODS and identified with Lake Wyola? Clarify with ODS if there would be a time constraint on any funding that comes our way. - Reviewed items on the DAM To Do List. (Addendum #2) - Need to develop a formal presentation: LWA President Tim McBride will speak. Carol Samuels has written a beautiful letter to precede any document for newsletters. Get list of town meeting speakers to Town Administrator. The Selectmen will arrange who will present and what will be said. Different subjects for different individuals. Finance Committee Chairman should speak. Bill would like to speak about Oct. 2005 rainstorm. - Personnel Board is developing Gate and Dam Keeper job description. - Communications are great at every level. - Ralph will re-cap the contents of this meeting to David Dann. David will be the focal point of communication. Paul will send something to David and to everyone for consideration. -Possible appointments to the DMC: No recommendations to Selectmen made at this meeting. - Hydro power potential of the dam: Bob will invite an expert to consider the dam’s potential and report back. - DCR has an enormous stake in the dam. Park Manager Frank Buntin would be a good person to advocate through the DCR. - Zoning revisions educational forum at 1 P.M. today at Town Hall with the Planning Board. - LWAC and DMC will continue joint meetings for time being.
